On 5 November 2025, the Railways Bill – which will create the new public body Great British Railways – was introduced to Parliament. On the same day, the Parliament’s Transport Committee launched an Inquiry into the Railways Bill and a call for evidence.

We submitted written evidence outlining our concerns with the proposed legislation and the Government’s determination to maintain “An ongoing role for the private sector” in our railways (in ticket retail, open access services and rolling stock). This threatens to completely undermine many of the key benefits of having a fully publicly-owned system.
