Campaign to Keep TransPennine Express Public

In May 2023, the Department for Transport announced it would be taking the TransPennine Express franchise back into the public sector where it will be run by its so-called “Operator of Last Resort”, a partnership of Arup Group, EY and SNC-Lavalin Rail & Transit, which also operates the London North Eastern Railway, Northern and Southeastern franchises. This decision followed several years of record-breaking cancellations and delays whilst the franchise was being run by FirstGroup, the British private-sector transport company. Despite this failure, FirstGroup still operates three other franchises: Great Western Railway, South Western Railway in a joint venture with MTR Corporation and Avanti West Coast in partnership with Trenitalia.
